Can I connect a 5 VDC as the Output PWR (OPnA) Voltage of the high power sourcing output on the RIO-47120? The manual states that the minimum Output PWR is 12 VDC, but I don't see why I cannot use 5 VDC instead?

The MOSFET being used in this circuit needs a certain bias voltage to turn on correctly. If there is not enough voltage across the drain and the source when the gate is turned on then the channel may not open all the way limiting the current. By running it below spec you cannot be guaranteed it will work correctly. If you are trying to run some kind of 5 volt device you could wire in a solid state relay and whatever power supply you require.
